It was the manager who approved the request のように、特定の語句を取り出して強調する形です。It is 〜 that 〜 の that の後ろが不完全な文になること、What 〜 is 〜 の疑似分裂文の形が出ます。強調したい語句を文頭に出すための構文だと分かれば、語順の問題として解けます。
